Procurement Officer & General Services Officer Vacancy Announcement

The Horn of Africa Regional Environment Centre and Network, Addis Ababa University (HoA-REC&N-AAU) is a peculiar regional organization established to bridge the gap between policy, knowledge and practice in environmental matters of the Horn of Africa region. The organization is serving as a regional multi-stakeholder platform of knowledge exchange whereby academia, policy-decision makers and practitioners convene to promote environmental conservation and natural resources management as well as facilitating collaboration, strengthening and advocating for sustainable development and environmental governance across the Horn of Africa.

HoA-REC&N-AAU has broad goal of curbing the increasing trend of environmental degradation caused by mismanagement and conflicts that is aggravated by climate change, lack of coordination and collaboration to restore degraded ecosystems and to ensure sustainable use of natural resources by supporting local communities to transform their livelihoods, to cope with their changing physical environment in the Horn of Africa countries. This is done by strengthening capacity, raising environmental awareness, improving environmental governance and policy throughout the region by facilitating and stimulating practical and demand driven action research to address societal problems. HoA-REC&N-AAU has been implementing several projects streamlined under programmatic themes in the past decade. Currently, HoA-REC&N-AAU is actively implementing regional and national programs in selected trans-boundary landscapes shared by the Horn of Africa countries.

HoA-REC&N-AAU is, thus, seeking to hire experienced officers for the following vacant positions to     contribute to the realisation of its broad regional goal.

I. Procurement Officer 

Duty Station                                     :              Addis Ababa.    

Duration of Employment             :              On contract basis with possible extension            

Remuneration                                 :              As per the scale of the Centre

Department                                     :              Administration and Finance

I. Job Summary                         :           Procurement Officer is responsible to perform all purchasing                                                                                     activities based on the purchasing policies of the Centre.

II. Duties and Responsibilities

  1. Based on the purchasing policy of the Centre, receive purchase orders, purchase goods that meets the requirement in quality, quantity and price and channel all goods to the store keeper against receipt;
  2. Assist in the preparation of procurement documents, such as request for quotations, bidding documents,  evaluation reports , purchase orders  and contract agreements;
  3. Assist in the preparation of purchase Order and agreements for successful bidder and ensure the terms and conditions are detailed and maintained;
  4. Settle the account for all items purchased in cash or cheque and clear documents;
  5. Collect Proforma invoices from various suppliers as required and prepare summary sheet for analysis
  6. Fulfil clearances for items purchased or donated from abroad and channel them to the store keeper or users against receipt; 
  7. Maintain purchase records for future reference for decision and purchase audits;
  8. Handle all relevant correspondences and communications with suppliers to facilitate purchases;
  9. Assist in the coordination of procurement activities with the stores and requesting units to ensure planned and economical purchases;
  10. Review  documents submitted by the suppliers to ensure compliance with procurement requirements, policies and procedures;
  11. Prepare and present complete, accurate and appropriate procurement and payment documents for processing and approval; 
  12. Make sure the suppliers effect deliveries on time and according to the specifications of the purchase orders/contract agreement ;
  13. Participate in the evaluation of suppliers for establishing future relationships;
  14. Participate in the development of database for potential suppliers; and
  15. Undertake all other related duties as may be required and assigned.     

III. Job Specifications 

Education: BA degree in Purchasing  and Supplies Management, Logistics Management or Supply Chain Management or  related fields of studies.

Special training   :    Competence in MS Office and government policy and guideline

Experience           :      4 years of relevant work experience

Mandatory:   

  • Ability to work in a team with good personality; and                         
  • Excellent command of the English Language.

II. General Services Officer

Duty Station                                     :              Addis Ababa.    

Duration of Employment             :              On contract basis with possible extension            

Remuneration                                 :              As per the scale of the Centre

Number                                             :              One

Reports to                                         :              Administration-HR Manager

Job Summary                            :                  The General Services Officer is responsible for property          management; supervision of transport operations and vehicle management and supervision of the security services of the    centre.

II. Duties and Responsibilities

  1. Ensure the proper management and maintenance of Office premises with the necessary operations; (proper waste disposal, gardening, cafeteria, janitorial, the control and settlement of water,         electricity, telephone and internet bills, assurance to the continuous provision of water and power supply to the centre, etc…); 
  2. Control and supervise vehicle management activities;
  3. Manage transport operations, vehicle dispatch and utilization in the Centre;
  4. Supervise the maintenance and control annual inspection of vehicles of the centre;
  5. Ensure the proper insurance coverage for the vehicles and offices; 
  6. Be responsible for the follow up and timely claims of insurances;
  7. Supervise drivers, alert purchase of spare parts, fuel utilisation and others;
  8. Prepare and follow-up on employee performances under his/her supervision;
  9. Initiate disposal of used and out-dated property of the centre and follow up the process; 
  10. Supervise the security guard service provision as per the contract agreement;
  11. Provide support and guidance to staff in matters related to general services, security, sanitation and property administration;
  12. Collect, compile and update statistical data on property and general service,                                      etc…
  13. Consolidate property and general service performance reports based on the periodic                       performance reporting requirements of the Centre;  
  14. Prepare weekly, monthly and annual reports; and
  15. Undertake all other related duties as may be required.
