Duty station: Addis Ababa, with occasional travel to countries in the Horn of Africa region

Duration: On contract basis with possible extension

I. Job Summary:          

The Regional Network Coordinator plans, organizes, directs and coordinates the activities of the Network and liaises and coordinates programs implementation with HoA-REN member organisations in Djibouti, Eritrea, Ethiopia, Kenya, Somalia/Somaliland, South Sudan and Sudan and focal points in each member country in which the members and partners operate, and creates a partnership and collaboration with the Regional countries and other partners.

II. Duties and Responsibilities:

  1. Runs the institutional regional platform and builds strategic partnerships through networking thereby facilitating and motivating civil society, knowledge institutions and the private sector to play an active role in environmental governance and sustainable development processes in the Horn of Africa;
  2. Leads the unit as a think-tank platform for regional environmental research, innovation, implementation as well as for generating knowledge to support government policies and strategies in the region;
  3. Actively involves in the development of bankable regional programmatic proposals and contributes to the process of resource mobilization activities of the Centre and Network;
  4. Plans, organizes and implements the Horn of Africa Regional Environmental Network activities in the region (multidisciplinary, and multi-sectoral research and innovation activities);
  5. Leads initiatives that inspire governments and communities in the Horn of Africa to improve their quality of life without compromising that of future generations;
  6. Promotes closer collaboration, including cross-border cooperation for joint project implementation across trans-boundary ecosystems and among member organizations;
  7. Provides support to strengthen the human and institutional capacity of member organizations and other environmental actors, particularly in the environmental management field and in environmental support sectors, through training and experience sharing;
  8. Develops and implements capacity-building programs for CSOs and chapters at local and regional level in the Horn of Africa to help integrate public participation into decision making in the areas of environmental impact assessment (EIA) and strategic environmental assessment (SEA);
  9. Facilitates and supports in convening the regional governing council meetings and serves as secretary;
  10. Manages issues arising from the network activities and within the network through effective, efficient transparent administration and management,
  11. In collaboration with the programs implementation unit, involves in monitoring and evaluation of program activities in the region;
  12. Identifies best practices in participatory governance and public participation and integrating them into the different sectors relating to environment (e.g., water, waste, energy, transport, nature protection, climate change, and sustainable consumption and production sectors)
  13. Supports that key success stories and programs progresses are properly documented and shared among stakeholders and development partners;
  14. Works with program/project officers to prepare and implement a stakeholder engagement plan in order to create a close working relationship with environmental ministries, regulatory authorities, civil society organizations, knowledge institutions and relevant private sector organizations in Programs implementing partner countries; and
  15. Supports regional and national efforts on the adoption of policies and strategies that are best practice for environmental governance and management in Horn of Africa Region
  16. Works as a fund raising expert for the network activates and coordinates joint project proposal writing together with interested network members in the regional countries.

III. Qualifications:

Education

PhD or a Master’s level degree in natural resources management, projects management, development economics, international relations, or relevant field of studies.

Experience

  • 10+ years in an advanced management role (preference given to those with programme management experience in the UN system, international  NGOs, Regional development/economic integration agencies etc), environmental management or related fields with recognised technical expertise;
  • Experience in management, strategic planning, policy, research and data processing, etc…
  • Knowledge of budget preparation, cost estimation, monitoring and fiscal management principles and procedures
  • Experience in network management and fund raising with success records

Knowledge, Skills, and Abilities Required

  • Strong interpersonal and written communication skills and ability to work effectively with a wide range of constituencies in a diverse national and regional communities
  • Excellent knowledge of written and spoken English (knowledge of French or Arabic is an advantage);
  • Programme planning and implementation skills
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures
  • Ability to provide technical coordination and management and/or implementation of regional programmes and projects
  • Knowledge of management principles and practices 
  • Demonstrated communication and negotiation skills;
  • Be able to work pro-actively and take initiatives; 
  • Be able to work under pressure;
  • Strong, demonstrated interest and passion for the Horn of Africa Environmentally sustainable development;
  • Flexible and positive attitude
  • Be able to work in a multi-cultural environment
