 The Horn of Africa Regional Environment Centre and Network, Addis Ababa University (AAU-HoA-REC&N) is a peculiar regional organization established to bridge the gap between policy, knowledge and practice in environmental matters of the Horn of Africa region. The organization is serving as a regional multi-stakeholder platform of knowledge exchange whereby academia, policy-decision makers and practitioners convene to promote environmental conservation and natural resources management as well as facilitating collaboration, strengthening and advocating for sustainable development and environmental governance across the Horn of Africa.

AAU-HoA-REC&N has broad goal of curbing the increasing trend of environmental degradation caused by mis-management and conflicts that is aggravated by climate change, lack of coordination and collaboration to restore degraded ecosystems and to ensure sustainable use of natural resources by supporting local communities to transform their livelihoods, to cope with their changing physical environment in the Horn of Africa countries. This is done by strengthening capacity, raising environmental awareness, improving environmental governance and policy throughout the region by facilitating and stimulating practical and demand driven action research to address societal problems.

One of the flagship projects of AAU-HoA-REC&N is the Integrated Land Use and Development Master Plan (ILDP) for Gambella People’s National Regional State (GPNRS). The overall goal of developing the ILDP project is to transform the lives and land-resources of the peoples of Gambella through provision of an ILDP to be used as a guide for optimal use of its land-based resources through the provision of coordinated, aligned and harmonized ILDP.

In view of this goal AAU-HoA-REC&N is now seeking competent Project Officers for ILDP project based in Addis Ababa.

Job Summary                                     :               The ILDP Project Officer is responsible to

  • Carry out regular stakeholder consultations with both government and non-government agencies, attend and organize field visits in the project areas in order to have consultation with target beneficiaries and end-user agencies and or institutions;
  • Prepare inputs and regular updates to detail and specific work plans, action plans, calendar of events, as well as risk, issue and lessons learned logs in close coordination with the ILDP team, the concerned Institutions, and in partnership with the implementing partners and stakeholders of the ILDP;
  • Support the timely mobilization of project team, service providers, consultants and equipment inputs for the ILDP phase II activities on capacity development of key sector offices/bureaus and will also support the development of Terms of References (ToRs) of all required consultants, service providers and staff;
  • Provide technical expertise, coordinate, supervise, and assure the quality of the work of service providers to ensure planned deliverables are met in good quality and in a timely manner as per the ILDP project proposal;
  • Support the ILDP Programme manager to coordinate day to day management of the project including smooth and timely project implementation as well as transparent and accountable management of financial resources for the initiative, as per AAU-HoA-REC&N rules and regulations;

 Required Skills and Experience:

Education:

  • MSc Degree in environmental studies, natural resource management, land use planning, climate/ disaster risk management and any related fields.

Experience:

  • Minimum 5 years of relevant work experience in the field of environment/ land use planning, climate risk management interface involving the implementation of development projects and climate risk management activities at community level, at least 3 years of experience working in implementing projects on natural resource management, environmental conservation, forestry, community capacity development etc.
  • Minimum of 3 years working experience with an NGO or donor based projects

 

Computer Skills:

  • Good knowledge of computer applications, database management, moderate skill in GIS

Language skills:

  • Fluency in English at professional level is essential

Job Summary              :             The GIS Officer is responsible to provide accurate and efficient maintenance of corporate Geographic Information Systems (GIS) and datasets, including acquisition, verification, maintenance, management and documentation. The Officer will also provide effective and efficient spatial data analysis, including presentation and dissemination of spatial data. S/he will provide leadership and support in new or existing GIS-based project developments relating to spatial data and contribute to ICT projects within the Information services team.

Specific Tasks and Responsibilities

The position of Geographical Information Systems (GIS) Officer encompasses the following major functions or key result areas:

  • GIS Data Maintenance, Management and Accountability;
  • GIS Analysis, User Support, Training, Map Production;
  • GIS System Development and Integration; and
  • Contribute to the effective operation and maintenance of the HoA-REC&N -ICT infrastructure.

Required Qualification, Experience and Skills

Education                               :  M.Sc. Degree in GIS

Relevant Work Experience   : A minimum of 5 years relevant work experience with proven experience and understanding of GIS software and hardware administration, development and maintenance methods, including web-based and mobile technologies as well as:

  • the use of Various GIS and Intramaps;
  • understanding of fundamental GIS concepts and how they relate to an organisation across all platforms and business units in order to deliver Geospatial related information;
  • practical knowledge of relational databases within an MS SQL environment;
  • scripting and automation using SQL or similar tools; and
  • advanced level of computer literacy, particularly with the MS Office Suite, including Access.
  • Minimum of 3 years working experience with an NGO or donor based projects

Skills

  • Efficient  planning and organisation;
  • Problem solving skills with attention to detail; and
  • Excellent interpersonal skills with the ability to develop and build on working relationships effectively.
