The Horn of Africa Regional Environmental Centre and Network, Addis Ababa University (HoA-REC&N, AAU) has received grant financing from the African Development Bank (acting as an Implementing Entity of the Climate Investment Fund) toward the cost of Improving Climate Resilience of Communities and Ecosystems Through Integrated Water Resources Management in the Ziway-Shalla Lakes Sub-Basin Project, and intends to apply part of the agreed amount for eligible payments under the contracts for hiring a consultancy firm to finance the consultancy services that would contribute to the Preparation of an Optimized, Climate-Informed Water Resources Development and Water Allocation Plan based on Integrated Water Resources Management (IWRM) principles for Implementation in the Ziway-Shalla Sub-Basin.

The consultancy services will specifically support the following key activities:

  • Hydrological assessments, gap analysis on impacts of climate change on the water resources, landscapes, and socio-economy of the sub-basin; gender analysis and develop mitigation strategies and restoration measures;
  • The development of a strategic investment plan that focuses on optimization of socio-economic and environmental benefits of the lakes’ water resources over the next decades, in line with long-term climate projections;
  • Integration of climate-resilience in designing an investment strategy and water allocation plan based on Integrated Water Resources Management (IWRM) principles;
  • Institutional capacity assessments on climate resilience integration into sectoral planning, coordination in the water and other sectors, knowledge, and expertise gap analysis;
  • The development of capacity building training manuals and provide gender-responsive capacity building training to decision makers, experts, and local level representatives;
  • Analysis of Community vulnerabilities and capacities using the participatory Climate Vulnerability and Capacity Analysis (CVCA) to improve community resilience capacity;
  • Provide local capacity improvement through awareness creation workshops and relevant training on climate resilience building activities;
  • Provide social business and entrepreneurial skill development training to women business groups to promote and enhance self-reliance for income and economic freedom

The duration of the consultancy assignment will be a total of fourteen (14) months and will take place between October 2023 and November 2024 as the end date for the assignment.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.

The Horn of Africa Regional Environment Centre and Network now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to increase their chances of qualification.

The shortlisting criteria are:

  1. Core consultancy services and years in business/experience to conduct the intended services, relevant experience, technical, financial, and managerial capability of the firm (including in the proposed project area);
  2. Proven track record of conducting assessments/studies related to water, climate resilience, agricultural production & productivity, and gender analysis; 
  3. Extensive experiences and expertise in the implementation of agriculture sector, Climate Smart water and agriculture, sustainable land management, climate change, water resource management;
  4. Sound knowledge of Ethiopia’s climate, water and agricultural sector policy and strategies;
  5. Strong analytical, facilitation, and communication skills;

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” 14 October 2015, which is available on the Bank’s website at http://www.afdb.org.
