Duty station: Addis Ababa, with occasional travel to countries in the Horn of Africa region/Eastern Africa.

Duties and responsibilities of the Regional Programme Officer

The Regional Programme me Officer position at the Horn of Africa Regional Environment Centre and Network (HoA-REC&N) involves a range of duties and responsibilities that align with the organization’s mission of promoting sustainable environmental practices and enhancing regional cooperation. The Regional programme will play roles in the following areas:

Programme and Project Development and Management

  • Design, plan, and implement regional environmental programmes and projects in alignment with HoA-REC&N’s strategic objectives.
  • Conduct needs assessments and identify priority environmental issues within the Horn of Africa region.

Resource Mobilization

  • Develop project proposals, including objectives, activities, budgets, and timelines, for funding and implementation.
  • Identify funding opportunities and prepare proposals to secure financial support for regional environmental initiatives.
  • Cultivate relationships with potential funders and partners to enhance resource mobilization efforts.

Financial Management

  • Oversee project budgets, ensuring that funds are utilized effectively and in accordance with donor requirements.
  • Collaborate with finance teams to ensure timely reporting and compliance with financial regulations and procedures.

Reporting and Communication

  • Prepare periodic donor reports on programme progress, challenges, and outcomes for management and stakeholders.
  • Communicate effectively about HoA-REC&N’s initiatives, successes, and challenges through various channels, including social media, publications, and presentations.

Monitoring and Evaluation

  • Establish monitoring and evaluation frameworks to assess the effectiveness and impact of projects and programmes.
  • Collect, analyse, and report on data to track progress against project goals and objectives.
  •  Prepare and present regular reports on programme performance, challenges, and outcomes to stakeholders and donors.

Stakeholder Engagement and Collaboration

  • Build and maintain effective relationships with national governments, local communities, NGOs, and other regional and international partners.
  • Facilitate dialogue and collaboration among stakeholders to ensure inclusive and participatory approaches to environmental management.
  • Represent HoA-REC&N at regional, national, and international forums, workshops, and conferences.

Capacity Building

  • Identify training needs and develop capacity-building initiatives for local stakeholders and institutions to enhance their ability to address environmental issues.
  • Organize and facilitate workshops, seminars, and training sessions to strengthen knowledge and skills in environmental management.

Policy Advocacy and Support

  • Stay updated on regional environmental policies, strategies, and regulatory frameworks.
  • Assist in the development and implementation of environmental policies and strategies that promote sustainable development in the region.
  • Advocate for the integration of environmental considerations into national and regional development plans.

Research and Knowledge Management

  • Conduct research on environmental issues and challenges specific to the Horn of Africa region.
  • Synthesize and disseminate knowledge and best practices related to environmental management to stakeholders.
  • Maintain an up-to-date repository of information and resources related to regional environmental programmes.

Coordination and Team Management

  • Coordinate the activities of project teams and ensure effective communication among team members.
  • Provide leadership and mentorship to junior staff and volunteers involved in the projects.

Field Work and Community Engagement

  • Conduct field visits to monitor project implementation and engage with local communities to assess needs and gather feedback.
  • Facilitate stakeholder engagement processes to ensure community perspectives are considered in environmental initiatives.

Qualifications

Education:

  • Master’s degree in Environmental Studies, Migration Studies, Social Sciences, Development Studies, or related fields.

Experience:

  • Minimum of 5 years of relevant experience in project management, managing funded environment, biodiversity, climate change, or climate-induced migration issues.
  • Proven experience in stakeholder engagement, policy advocacy, and capacity building.
  • Familiarity with regional and international frameworks related to climate change, migration policies.
  • Good understanding and knowledge of the national and regional environmental, social and economic dimensions of migration and human mobility challenges.

Essential skills:

  • Proven experience in managing multi-country environmental programmes and projects, preferably in the Horn of Africa region.
  • Strong understanding of the socio-political and environmental context of the region.
  •  Excellent communication, negotiation, and interpersonal skills.
  • Demonstrated ability to work in diverse and multicultural environments.
  • Strong analytical and research skills.
  • Excellent written and verbal communication skills in English
  • Proven ability to work collaboratively in a multi-stakeholder environment.
  • Competence in using data analysis tools and software is an advantage.
  • Computer skills: use internet, email, word, excel and PowerPoint;
  • Proven ability to facilitate and coordinate multi-stakeholder processes including policy bodies, development partners, NGOs, community groups and maintain constructive contact with stakeholders in the field of climate change and migration;
  • Proven ability to work with community-based organisations in a culturally sensitive way;
  • Strong reporting, communication and proposal writing skills.
  • Strong understanding of programme planning and budgets;
  • Experience in project and programme management involving government, NGOs, communities, private sector;
  • Facilitating skills in networking with government agencies, private sector, donor institutions as well as natural resource management institutions;
  • Basic knowledge and actual conduct of capacity building activities with communities; and
  • Possessing leadership and good communication skills, among others.
