I. Position-1:             Finance Manager

Duty station:            Addis Ababa and it may require travel in the Horn of Africa region

Duration:             On contract basis (with extension upon professional performance) 

Salary:             As per the scale of the Centre

Reports to:             Administration and finance director

I. Job Summary

The Finance Manager is responsible to ensure that the financial activities are implemented in accordance with the financial guidelines of donors and AAU, see to it that financial activities are carried out efficiently and reliably, undertake financial activities in accordance with guidelines and delegation of authority given to him.

II. Duties and Responsibilities

  1. Plans, Controls, directs and coordinates the activities of Finance Division;
  2. Establishes and monitors the implementation and maintenance of accounting procedures of the Centre;
  3. Supervises that any expenditure is made in accordance with the guidelines and budgets of the Centre;
  4. Checks /verifies requests for payments and purchase orders, to ascertain whether sufficient project/ program funding are available and that requests are charged to correct budget lines;
  5. Prepares periodic review of financial reports of the Centre;
  6. Ensures that financial records are maintained in compliance with accepted policies and procedures;
  7. Develops and manages appropriate financial and accounting records for projects/ programs;
  1. Ensures that all financial reporting deadlines are met;
  2. Monitors and reviews completeness, accuracy, appropriateness of recording and analysis of financial transactions;                                                                                      
  3. Reconciles the Centre’s bank accounts and cash movements;
  4. Approves expenditures on the basis of delegated authority given to him;
  5. Updates the Centre’s financial system;
  6. Maintains and updates the chart of accounts of the Centrer;
  7. Provides technical support in the development and revision of policies, procedures and regulations; and
  8. Undertakes all other related duties as may be required and assigned.

Education:    MA/MSc Degree and above in Accounting and Finance         

Relevant Work Experience   :  At least 10 years with proven track record and experience in    financial management of INGOs that are executing regional or international programmes involving multiple disciplines and partners from the public, civil society organization; private and non-governmental sectors in the Horn of Africa.

Skills required:

  • Well acquainted with compliance requirement of grants by international organisations and UN funded projects/programmes
  • Able to use financial software like SAP, Sunsystem, Peachtree Accounting, Quick Book, 
  • Advanced excel analytical tools like Pivotal table, V-Lookup, charts and conditional statements (IF, Sumif, sumifs etc.)
  • ACCA-Professional Level

Position-2:             Senior ICT Officer

Duty station:             Addis Ababa

Duration:             On contract basis with possible extension

Salary:             As per the scale of the Centre

Number:             One

Reports to:             The Executive Director

Job Summary:   The Senior ICT Officer is responsible to organize, collect, control, and evaluate the operations of information systems and electronic data processing and is responsible for installing and maintaining computer hardware, software, and networks.

 Specific Tasks and Responsibilities

  1. Ensure the provision of an effective and appropriate ICT service designed to meet the needs of the Centre;
  2. Maintain and develop the ICT infrastructure to ensure best value and to support fit for purpose systems and solutions;
  3. Maintain local and wide area networks and support remote working;
  4. Implement the policies related to ICT, Information and Security;
  5. Deliver the Centre’s statutory roles and licensing requirements relating to ICT, Information and Security;
  6. Assist with network monitoring and analysis, performance tuning, troubleshooting and escalating problems as necessary to maintain network performance to meet user demand;
  7. Assist with network access, monitoring, control, evaluation and documentation practices used to secure the Centre’s network;
  8. Perform operational procedures and tasks reliably and consistently to reduce the risk of unplanned outages;
  9. Maintain an awareness of network security threats, vulnerabilities and risks associated with network management;
  10. Be responsive to requests for support whilst delivering against agreed activities and objectives;
  11. Participate in research and recommendation of improved infrastructure processes and technologies to include growth planning;
  12. Assist in preparation of specification, technical evaluation, making recommendations for product purchases and evaluating bids; and delivery approval on purchase of appropriate IT equipment and software;
  13. Understand, act on and monitor compliance with information and communication security and use policies;
  14. Use network management software and tools to collect agreed performance statistics;
  15. Create and maintain inventory, which may include hardware, software and various peripheral equipment;
  16. Provide  technical support  on IT related issues during HoA- REC&N sponsored events, like conferences, workshops, meetings, etc.;
  17. Provide maintenance and troubleshooting failures on computer devises;
  18. Provide  system administration, database management and data encoding services;
  19. Monitor HoA- REC&N mail server; and
  20. Provide advanced technical support to staff and perform other related duties during working hours and as may be required.

Skills required:       

  • Be able to use latest ICT software
  • Give inputs, maintain, update the Centre’s website content in collaboration with the project coordinators and support staff managers
  • Be well familiar with GIS and GPS technology and related technologies
  • Ability to learn new skills and stay up to date with the latest ICT technology.
  • Good communication skills, both written and verbal
  • Time management
  • Ability to train staff

  • Ability to travel to regional branch offices and destinations in order to fulfil the requirements of the post.

Required Qualification and Experience

  • Education: MSc/BSc. in Computer Science, Information Science, MIS.
  • Relevant Work Experience:         2 years for MSc holder/4 years for BSc with proven experience in Managing IT system.
