Background of the project
Climate change, environmental disasters, and conflict are profoundly shaping mobility patterns in Eastern Africa. Migration in response to climate impacts may range from mobility as a proactive adaptation strategy to forced displacement in the face of life-threatening risks to unplanned relocation. Indeed, the Eastern Africa region is traversed by three major migration routes: the Eastern Route from the Horn of Africa to the Arabian Peninsula, the Central Mediterranean Route from East Africa to North Africa and Europe via Sudan, and the Southern Route from the Horn of Africa to South Africa. Undeniably, climate change poses a significant threat to human population leading to mobility, displacement, migration, and changes in settlement patterns.
Purpose
HoA-REC&N has recently designed a regional initiative called: Managing the impacts of environmental change and conflict on mobility in Eastern Africa through evidence-based inclusive policy dialogue and collaborative actions (MECMEA)The overall objective of the Climate-Induced Migration and Human Mobility Project is to improve the governance of mobility linked to climate change, environmental disaster and conflict nexus in Eastern Africa through evidence-based inclusive policy dialogue and collaborative actions.The Regional Programme Officer will support the implementation of the regional project by coordinating the project activities, organizing national and regional policy dialogues, engaging stakeholders, ensuring effective communication, and contributing to migration policy development. The role requires a comprehensive understanding of the intersections between climate change, migration, and human rights, as well as regional and national human migration policies that are designed to address the migration and human mobility challenge.
Key Responsibilities
- Project Management:
- Assist in the planning, implementation, and monitoring of project activities.
- Develop and maintain project work plans, schedules, and budgets.
- Conduct regular Monitoring, Evaluation, Accounting and Learning (MEAL) activities of the project.
- Coordinate with regional and national partners and stakeholders to ensure timely delivery of project outputs.
- Stakeholder Engagement:
- Identify and engage relevant stakeholders, including government agencies, NGOs, academia, and affected communities.
- Facilitate workshops, policy dialogues, consultations, and training sessions to promote awareness and engagement on issues related to climate-induced migration.
- Foster partnerships with regional organizations and agencies to enhance project visibility and support.
- Research and Analysis:
- Conduct research on climate change impacts on migration patterns within the region.
- Analyse data related to human mobility, vulnerability assessments, and adaptive capacities of affected populations.
- Prepare reports and presentations summarizing research findings and policy implications.
- Policy dialogue and Advocacy:
- Support the formulation of policies and strategies addressing climate-induced migration at national and regional levels.
- Advocate for the rights and protections of climate migrants and displaced persons.
- Contribute to the development of best practices and guidelines for managing climate-induced migration.
- Communication and Reporting:
- Develop communication materials to promote project activities and outcomes.
- Prepare project reports, including progress updates, financial reports, and case studies.
- Represent the project in regional meetings and conferences, sharing insights and lessons learned.
- Capacity Building:
- Design and implement capacity-building initiatives for local stakeholders on issues related to climate migration.
- Mentor and train field staff and local partners on project implementation and management.
Qualifications
Education:
- Master’s degree in Environmental Studies, Migration Studies, Social Sciences, Development Studies, or related fields.
Experience:
- Minimum of 5 years of relevant experience in project management, managing EU funded projects, climate change, or migration issues.
- Proven experience in stakeholder engagement, policy advocacy, and capacity building.
- Familiarity with regional and international frameworks related to climate change, migration, and migration policies.
- Good understanding and knowledge of the national and regional environmental, social, and economic dimensions of migration and human mobility challenges.
Essential skills:
- Strong analytical and research skills.
- Excellent written and verbal communication skills in English
- Proven ability to work collaboratively in a multi-stakeholder environment.
- Competence in using data analysis tools and software is an advantage.
- Computer skills: use internet, email, word, excel and PowerPoint;
- Proven ability to facilitate and coordinate multi-stakeholder processes including policy bodies, development partners, NGOs, community groups and maintain constructive contact with stakeholders in the field of climate change and migration;
- Proven ability to work with community-based organisations in a culturally sensitive way;
- Strong reporting, communication and proposal writing skills.
- Strong understanding of programme planning and budgets;
- Experience in project and program management involving government, NGOs, communities, private sector;
- Facilitating skills in networking with government agencies, private sector, donor institutions as well as natural resource management institutions;
- Basic knowledge and actual conduct of capacity building activities with communities;
- Possessing leadership and good communication skills, among others
