On March 5, 2008 four public and private parties from Ethiopia and the Netherlands signed up a memorandum of understanding to establish a Public-Private Partnership on Oilseeds. The four partners are the Ministry of Agriculture, and Rural Development (MoARD); Ethiopian Pulse, Oilseeds, and Spice Processors Exporters Association (EPOSPEA); The Royal Netherlands Embassy (RNE); and the Dutch Product Board for Margarine, Fats and Oils (MVO). The Ethiopia-Netherlands Public Private Partnership (PPP) on Oilseeds opened its own office within EPOSPEA as an independent office and started its activities early 2009.
